NETS Assessment Survey - Electronic Portfolio Tools Survey

Abstract

The International Society for Technology in Education, in partnership with the University of Alaska Anchorage, Apple Computer, EDmin.com and MC-Squared, have been awarded a Knowledge Development Catalyst Grant  called Community and Assessment in PT3 (CAPT3). Extending efforts of ISTE's NCPT3 (National Center for Preparing Tomorrow's Teachers to Use Technology) and ISTE NETS (National Educational Technology Standards) for Teachers, ISTE's STATE (Supporting Technology and Assessment in Teacher Education) Project will: These strategies include
  1. NCPT3: Continue to facilitate and support the PT3 Coordinating Council; continue to encourage, organize, and facilitate PT3 participation and involvement in major dissemination and professional development activities relevant to educator preparation; maintain an ongoing forum for connecting the PT3 Community to other organizations, institutions, and initiatives; and continue to participate with the PT3 Office, the Coordinating Council, PT3 Grantees, and ISTE/NETS Leadership in the identification, conceptual design, implementation, monitoring, and modification of priority PT3 initiatives. Dr. Don Knezek of the University of North Texas will be directing these activities.
  2. STATE: Create an online Clearinghouse on Electronic Portfolios and Performance Assessment; develop and implement a model assessment for student entry into Teacher Education programs; design or adapt an online database to link standards, evidence, artifacts, and assessments; develop training and support materials; conduct annual Technology and Assessment symposium; provide presentations and workshops at mainstream education conferences; conduct awareness sessions, workshops, and academies for Teacher Ed programs. Dr. Helen Barrett of the University of Alaska Anchorage will be directing these activities, as shown below.

The Objectives, Activities and Milestones of the STATE component of the PT3 Catalyst Grant for Year 1 are:

OBJECTIVE 1: Create an online Clearinghouse on Electronic Portfolio and Performance Assessment in Teacher Education to disseminate promising practices
ACTIVITIES OUTCOMES
  • Collect and disseminate best practices in Performance Assessments and Rubrics to address the NETS•T Standards
  • Online database of performance assessments & rubrics
  • Collect and disseminate Best Practices on individual Electronic Portfolios to support Professional Development and Assessment of other types of Standards (i.e., NETS, INTASC)
  • Online database of SCDEs who use electronic portfolios to document standards attainment. 
  • Complete the formative assessment of the observational protocols developed by Writing Team. Post to web site.
  • Observational assessment protocols to address technology integration into teaching
PARTNER SUPPORT & CONTRIBUTIONS
ISTE: Doug Daniel, ISTE Assessment & Evaluation, will carry our formative evaluation procedures on classroom observation instruments, along with other developers. 
Apple Computer: Provide website development of Clearinghouse 
UAA: Dr. Helen Barrett will provide technical support for content of Clearinghouse 
PT3 grantees: provide input to Clearinghouse on portfolios and performance assessments

OBJECTIVE 3: Design relational database structure and specifications for a Learning and Assessment Management Program (LAMP) to link standards, evidence, artifacts, and assessments for replication in SOE’s with traditional university campus information systems, such as Banner (Oracle) or SQL databases
ACTIVITIES OUTCOMES
  • Review existing products
  • Develop Performance specifications

    • - focus group meetings at national conf. 
    - develop comprehensive list of potential queries, data types, keywords, etc.
    - draft specifications
    - feedback loops
    - modify performance specifications

This objective has changed from product development to working with existing commercial systems and designing specifications for online systems in both universities and open source community.

    Apple may be adapting their ALI system for e-portfolio use

    Taskstream has modified their e-portfolio system based on participation in a Handbook workshop (April 2002).

    IBM is developing an e-portfolio system, and participated in a Handbook workshop (May 2003).

OBJECTIVE 5: Conduct at least one annual national Development Symposium on Using Technology to Support Assessment in Teacher Education in conjunction with a national or international technology conference such as SITE, ED-MEDIA or NECC

  • Identify location and date for Symposium

  • Publicize symposium through website, listservs and conference registration materials.

OBJECTIVE 6: Provide presentations or workshops on Technology and Assessment at mainstream (non-technology-focused) education conferences such as ATE, ASCD, NSBA, AERA and the h-ed strands of various curriculum organizations (NCTM, NCSS, IRA, ACTFL, NCTE, NSTA).
ACTIVITIES OUTCOMES
  • Identify education conferences where appropriate presentations or workshops could be conducted
  • Annual conference schedule produced
  • Develop proposals for presentations
  • Presentations and workshops scheduled
  • Make presentations or conduct workshops at (minimum) 10 national conferences each year.
  • Each year, at least 100 teacher educators are more aware of e-portfolio development

OBJECTIVE 7: Develop strategies for scaling up and disseminating this information through training materials, workshops, and academies for application of best practices and implementation at the local level
ACTIVITIES OUTCOMES
  • Offer Workshops for SCDEs on Electronic Portfolio Development for Teacher Education faculty
  • At least 30 Teacher Ed faculty each year will model for their students by developing their own e-portfolios
  • Develop a web-based distance ed course on electronic portfolio development which will use all of the materials developed
  • At least 50 Teacher educators who cannot attend hands-on workshops will have learning opportunities available annually through distance course
  • Summer Institutes on Technology & Assessment in Alaska
  • At least 80 Teacher educators share ideas and build their own e-portfolios
